FACILITY

The present San Antonio Police Training Academy was constructed during 1987-88 at a cost of $8.6 million. Funding was obtained through a General Obligation Bond issue. The facility officially opened in May of 1989.
The Training Academy is located at 12200 SE Loop 410, on a one-hundred sixty-five acre site. (SEE BELOW FOR
MAP) Seventy acres is undeveloped and is designated a wildlife sanctuary. The maintained campus area is approximately ninety-five acres, which includes the Academy's Main Building, Driving Track, Tactical Village, Physical Fitness Area and Shooting Range.

There are three main building groups:

  • Main Building = 54,000 square feet, consisting of classrooms, offices, library, computer center, video center, controlled climate gymnasium, and cafeteria.
  • Firing Range = 27,000 square feet, for handguns and shotguns; consisting of a large classroom, offices, armory room, and six covered firing ranges with electronic and mechanical target control.
  • Tactical Village = An assortment of frame and masonry buildings, used for tactical training and other field training opportunities.

Other Facilities Include:
  • Emergency Vehicle Response Course (EVRC) on fifty acres. The course includes a "low-speed" workout area and skid pad, "high-speed" one-mile track, cool-down track, and a maintenance facility and fueling station.
  • Physical Training Area = One-quarter-mile oval track, plus obstacle course.
  • K-9 (Canine) Training Area = One-acre fenced site, with kennels and training props.
  • Shoot-Don't-Shoot Simulation = Interactive and multi-media, a computerized, lifelike simulation, giving students realistic skill building episodes. Scenarios are varied and challenging.

STAFF COMPONENT

Professional Staff are the backbone of the operation of the San Antonio Police Training Academy. Under the leadership of Captain James Flavin, the management team consists of two lieutenants and three sergeants. The staff instructors include officers of all ranks. In addition, the full-time training staff is supplemented by instructors from local colleges and universities, from local, state, and federal agencies, and from specialized units of SAPD.
The training faculty performs over one-hundred fifty-thousand contact hours of instruction each year, reaching more than two thousand students.

SAPD ARMORY : The Training Academy also includes the Armory & Supply Unit, which maintains staff and facilities at the Academy Firing Range Building.

APPLICATIONS : Applications for enrollment to the San Antonio Police Training Academy are taken from existing eligibility lists generated by the Recruiting and Applicant Processing Details of the San Antonio Police Department. Please go to the RECRUITING pages for more detailed information.

TRAINING REQUIREMENTS : The state of Texas, through the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) mandates that law enforcement officers receive initial training of a minimum of 560 hours. The San Antonio Police Training Academy currently provides twenty-seven weeks (1,100+ hours) of instruction, including course work in the following areas:

Police TacticsCriminal Investigation Juvenile Issues Firearms
Civil Process & Liability Family Violence Arrest, Search & Seizure Traffic Law
First Aid Report Writing Cultural Awareness Physical Training
Interpersonal Communication Emergency Communication

After graduation, each Cadet, who is now a "Probationary Police Officer", enters a 13-week field training period under the supervision of a Field Training Officer (FTO). After successful completion of field training, each probationary is given their own patrol assignment. At the end of 12 months on probation, the performance of each new officer is reviewed, and those judged successful are added to the permanent SAPD roster.

ADDITIONAL ACTIVITIES

RETRAINING : The Training Academy provides 40 hours of In-Service training to each of more than 2000 sworn SAPD officers each year. The State of Texas (TCLEOSE) requires a minimum of forty hours of refresher training for all full-time law enforcement officers once every two years. In San Antonio, there is a greater emphasis on the In-Service training concept. In keeping with the Contract with the San Antonio Police Officers Association, the City provides a varied curriculum of one week (40 hrs.) each year of In-Service to each active police officer.

SEMINARS AND CONFERENCES : The San Antonio Police Training Academy hosts numerous internal seminars that include specialized instruction in such areas as:
  • Narcotics Investigations
  • Scientific Crime Scene Investigation
  • SWAT Training
  • Hostage Negotiations
  • Accident Reconstruction
  • Family Violence Counseling
  • Crime Prevention
  • Bicycle Patrol Proficiency
  • Specialized Firearms Training

The Academy has also hosted national and international law enforcement conferences and has received visitors from Europe, Asia, Mexico, Central America and South America.

MANAGEMENT TRAINING : The Academy also offers Management Training to executive level law enforcement managers. In conjunction with the Alamo Area Council of Governments (AACOG) certain courses are offered to regional law enforcement personnel.

CITIZEN POLICE ACADEMY : The Training Academy also hosts the popular Citizen Police Academy (CPA), an 11-week class, meeting one night a week, for San Antonio residents who are interested in learning more about their police department. Since its first class in 1994, the CPA has graduated over 1,500 members.
