1980: * POPULATION of San Antonio = 783,296

1980: * 03/21/80: Robert H. Heuck becomes Chief of Police.
1983: * 05/24/83: Frank Hoyack becomes Acting Chief of Police.
1983: * 11/14/83: Charles M. Rodriguez becomes Chief of Police.

1983: * 12/24/83: Death of Gilbert Ramirez.
1984: * PIO (Public Information Office) established.
1985: * ROP (Repeat Offender Project) created.
1985: * Use of MDT's (Mobile Digital Terminals)in patrol cars.
1986: * 09/26/86: Frank Hoyack becomes Acting Chief of Police.
1986: * 11/07/86: William O. Gibson becomes Chief of Police.
Chief Gibson served as Chief for 10 years, and oversaw the decentralization of Patrol functions to six substations, the construction and dedication of a new Training Academy, and the establishment of community policing programs including Downtown Foot and Bike Patrol, F.A.C.T., DARE, Alamo City HEAT Band, Cellular on Patrol, Citizen Police Academy, and the formation of SAFFE (San Antonio Fear Free Environment). Chief Gibson retired in 1995.

1986: * Decentralization begins: West Substation redone; North completed.
1987: * Decentralization continues: East and South substations dedicated.
1988: * New Police Training Academy dedicated (on SE Loop 410).

SAPD DURING THE 1990s

1990: * POPULATION of San Antonio = 935,933
1990: * SAPD sworn officers = 1,544.
1990: * Downtown Bicycle Patrol added to Foot Patrol Unit.
1990: * 04/13/90: Death of Roger Henarie.
1991: * SAPD's F.A.C.T. (Family Assistance Crisis Teams) program established.
1991: * 04/20/91: Death of Douglas Goeble.
1992: * 09/22/92: Death of Rondall Sisco.
1993: * Cellular on Patrol graduates its first class (at East).
1994: * Citizen Police Academy graduates its first class.
1995: * 02/25/95: Al A. Philippus becomes Chief of Police.
Chief Al Philippus, who had served as Deputy Chief under Chief Gibson and who had been closely involved in the creation and establishment of SAPD's Community Policing programs, continued the community orientation of the Department throughout the 1990s and into the 21st century. Under Chief Philippus's direction, SAFFE was doubled in size from 50 to 100 officers; a Victim's Advocacy Section was established within the police department to work with victims of violent crimes; CRT's (teams of police officers and civilian case workers) were set up at each substation to provide additional crisis intervention and counseling to victims of domestic violence; the Volunteers in Policing program was established; property crime investigations were decentralized to each of the six substations; and a crime-tracking and accountability program called "MAP" (Management Accountability Program), modeled after NYPD's Comstat, was set up with weekly meetings of police managers to discuss crime trends and crime reduction strategies.
Also under Chief Philippus' direction, SAPD produced a comprehensive staffing plan "Vision 2000"; began publishing departmental data, crime stats and community policing information on a new internet web page; was awarded Accreditation status from CALEA; and received numerous national awards for its community policing activities, including National Night Out awards and a National League of Cities award. Chief Philippus retired in 2002.
1995: * SAFFE (San Antonio Fear Free Environment) detail formed.
1995: * SAPD's Victims Advocacy Section established.
1995: * 01/15/95: Death of Fabian D. Dominguez.
1995: * 08/27/95: Death of Michael C. McInnis.
1996: * SAPD's Five Year Plan: Vision 2000, is published.
1996: * Central Substation's new building opened (on Frio St.).
1996: * SAPD's first web page is published (expanded in 1997 and continually expanded and updated since).
1997: * San Antonio wins a National Night Out First Place Award.
1997: * SAPD's VIP (Volunteers in Policing) program starts.
1997: * Property Crimes Investigations and Crime Analysis are decentralized to substations.
1997: * First class of civilian Evidence Technicians graduates.
1998: * SAPD holds its first MAP (Management Accountability Program) meeting (modelled after New York's Comstat).
1998: * SAPD is awarded the National League of Cities' "Excellence in Community Policing" award for the SAPD web page.
1999: * SAPD was awarded national accreditation by CALEA (Commission on Accreditation for Law Enforcement Agencies).

SAPD IN THE 21ST CENTURY

2000: * POPULATION of San Antonio = 1,144,646
2000: * SAPD sworn officers = 1,919.
2000: * 03/24/00: Death of Oscar D. Perez.
2001: * 02/03/01: Death of John A. Riojas.
2001: * 02/29/01: Death of Hector Garza.
2002: * 03/30/02: Chief Al A. Philippus retired.


2002:        * On 03/31/02, Albert Ortiz became Chief of Police.

As of January 1, 2004, SAPD had 2540 employees, which included 2040 sworn officers and 500 civilians.
During 2003, SAPD responded to 870,000 Calls for Service.
The 2004 Fiscal Year Budget for SAPD was $219 million (salaries = $190 million).

This compares to SAPD 50 years earlier (in 1954), when there were 370 sworn officers, 67 civilian employees, and a budget (salaries only) of $1.5 million.

2006:       * On 04/16/2006, Albert Ortiz retired.


2006: * On 04/17/2006, William P. McManus was appointed Chief of Police.

As of April 1, 2006, SAPD had 2916 employees, which included 2029 sworn officers and nearly 900 full-time and part-time civilians.
