Josephine Valencia joined the City of San Antonio in December 2010 as the Assistant Solid Waste Management Director. She is responsible for all solid waste collection activities in the Northwest and South central districts. In addition, she also manages the household hazardous waste program, the brush recycling facility, and regulatory compliance for the City’s closed landfills.

Ms. Valencia has over 12 years of experience in the solid waste industry. She is the former Waste Disposal Manager for the City of Durham, NC. Under her leadership, Durham permitted and built the first yard waste facility in the state that complied with stringent water quality regulations. She was also involved in the closure work for a land clearing and inert debris landfill and permit renewals for the household hazardous waste facility and the solid waste transfer station.

Ms. Valencia graduated magna cum laude with a Bachelors in Business Administration from City University of New York. She also has a Masters of Science in Public Policy from Carnegie Mellon University and has been certified by the Solid Waste Association of America (SWANA) as a solid waste collections systems manager, transfer station systems manager, and transfer station operator.

Ms. Valencia is the current Director of SWANA's Technical Division for Recycling and Special Waste and a former member of the Collections and Transfer Technical Division. She is also a national faculty instructor for SWANA and certified to teach Solid Waste Collection Systems and Transfer Station Management.
