David McCary, CPM
David W. McCary has been the Director of the Solid Waste Management Department since September 2007. As director, McCary plans, directs, manages, and oversees the activities and operations of the department. His department was instrumental in “Creating a Pathway to Zero Waste” strategy by working with City Council to adopt the City’s first 10-Year Recycling and Resource Recovery Plan.
McCary has 36 years of experience in the field of solid waste management. Prior to joining the City, he served as the Department of Solid Waste & Environmental Program Management Director for the City of Tampa, Florida from August 2003 to August 2007. During his time in Tampa, McCary implemented a comprehensive strategic plan that saved the city over $4 million a year through productivity improvements and increased Tampa’s revenue portfolio by $3.5 million. He was also successful in introducing fully automated refuse collection to Tampa residents.
Prior to his position with the City of Tampa, McCary served as Department of Solid Waste Management Director for the City of Durham, North Carolina from January 1999 to August 2003. Under his leadership, the City of Durham’s Department of Solid Waste Management was nationally recognized and awarded the 2001 U.S. EPA Waste Wise Award.
McCary began his career in solid waste management with the City of Houston in 1977 where he worked his way through the ranks to become the Department of Solid Waste Management Deputy Assistant Director of Operations where he oversaw collection services and the operating budget for all four quadrants of Houston. McCary was instrumental in introducing fully automated garbage collection to the City of Houston in the early 1990s. The department’s combined success generated savings of more than $4 million annually.

Former Mayor for the City of Houston, Lee Brown, proclaimed January 13, 1999 as David McCary Day in the City of Houston when McCary departed to assume his post as Director of Solid Waste Management for the City of Durham. The City of Houston's Department of Solid Waste inducted David McCary into their 2004 Hall of Fame Celebration because of 21 years of commitment to advance the solid waste industry
David McCary is a native Texan. He and his wife Rosenta of 32 years have four children, Nekesha, David Jr., William II, and Vernon. He is a basketball coach and enjoys exercising and spending quality time with his family.
