Walter Barrett joined
the City of San Antonio's Solid Waste Management Department as the
Organizational Manager in September of 2008. As the department’s Organizational
Manager, Mr. Barrett provides leadership to a staff of 549 and ensures the
consistent application of and compliance to City and departmental policies and
procedures. Mr. Barrett oversees the operations of the department's Safety
Section, Customer Service Section, and district service facilities. He also
reviews, prepares, and analyzes fiscal information to ensure the department’s $91
million budget maximizes its return for rate payers.
Moreover, Mr. Barrett
serves as the department’s human resources coordinator; in this role he manages
training and recruiting efforts and assesses existing and prospective
candidates for promotions and hiring, respectively. Mr. Barrett’s guiding
professional philosophy is to manage personnel and resources in a manner that
always ensure the department’s mission, values, and goals are always met.
Mr. Barrett is a
seasoned professional within the solid waste management industry with over
fifteen years of experience. Prior to joining the City of San Antonio, Mr.
Barrett served in many capacities including acting manager over the residential
collection program for the City of Tampa's Department of Solid Waste. In that
position, he led the implementation of the city’s first fully automated refuse
collection program. Mr. Barrett successfully lead and coordinated emergency
management response teams in Tampa, Florida and San Antonio, Texas. He is a
former union executive board member with collective bargaining experience.
Mr. Barrett is a member
of the Solid Waste Association of North America (SWANA) and the National Forum
for Black Public Administrators (NFBPA). He has also received certification
from the Solid Waste Association of North America, National Incident Management
Systems, and Hazardous Waste Operations and Emergency Response.
During his position with
the City of Tampa, Mr. Barrett received recognition for his exceptional
leadership skills and was awarded an Excellence in Leadership Award.
Furthermore, Mr. Barrett was also voted best Manager/Supervisor by his peers
and employees in 2007 and 2008.
