Meeting Appearance
Citizens may address the Council during a regular meeting by registering on the roster as you enter the Council Chamber beginning one hour prior to the following:

Individual Consideration and Consent items: Citizens must sign the appropriate sign-in sheet for these items prior to 9:00 a.m. Each citizen will have three minutes to speak on one or multiple agenda items.

Time-Certain items and public hearings: Citizens must sign the appropriate sign-in sheet for a time-certain item prior to its posted time of consideration. Citizens will be given three minutes to speak.

Citizens to be Heard: Citizens to be Heard allows citizen input on any City items or issues. Citizens must sign in prior to 6:00 p.m. Citizens will be given three minutes to speak.

Groups consisting of three or more citizens will be allotted nine minutes total to address the council on any one item.

Citizens wishing to be part of the Citizens to be Heard portion of the agenda can register online using a link that is available on this page on the day of City Council Meetings.

Written testimony in support of or in opposition to an agenda item may be submitted to the City Council in lieu of verbal testimony. Written testimony must abide by appropriate registration deadlines. Testimony forms are available in the Office of the City Clerk or online at http://www.sanantonio.gov/WrittenTestimonyFrm/ccWrittenTestimony.asp.
