COSA Fee Waiver Program
NOTE: On December 13, 2018, City Council approved replacing the ICRIP program with the City of San Antonio Fee Waiver Program, which prioritizes projects involving affordable housing, owner-occupied rehabilitation, historic rehabilitation, and business development citywide. The program went into effect January 2, 2019.

City of San Antonio Fee Waiver Program

The City of San Antonio Fee Waiver Program provides financial assistance, such as City and SAWS fee waivers, and staff support in navigating regulatory processes. The program encourages affordable housing, historic preservation, supports our legacy businesses and existing homeowners, and promotes the expansion of small and minority businesses in San Antonio.

FEE WAIVER PROGRAM

Under the City’s Fee Waiver Program, eligible projects may receive a full or partial waiver of City development fees and/or SAWS water and sewer impact fees. City fee waivers are valid for one year. SAWS fee waivers are valid for 6 months. Applicants may renew applications within 30 days of fee waiver expiration, but processing charges may apply. All City and SAWS fee waivers are subject to funding availability.

PROGRAM CRITERIA

As of fall 2018, a new system of awarding waivers was implemented to prioritize projects through one of four (4) categories: Affordable Housing, Owner-Occupied Rehabilitation, Historic Rehabilitation, and Business Development. In no case shall City fee waivers exceed the total cost of fees incurred by the project.

Those applying for fee waivers in the Affordable Housing category must commit to providing income-restricted and rent/sale-restricted units as detailed in the Program Guidelines. Applicants are asked to review the criteria and frequently asked questions closely before applying.

SAWS fee waivers shall not exceed $150,000.00 per project ($250,000.00 for projects qualifying under the Affordable Housing category), except where approved by City Council. As of January 2019, City waivers are limited to no more than two (2) renewals. As SAWS waivers expire every 6 months, SAWS waivers can be active for a maximum of two (2) years per waiver. If the waiver is not spent by the end of the second year, the funds will be released and made available to other shovel-ready projects, at which point the lapsed project can reapply if necessary.
