Metal Recycling Facilities Program

The program ensures all metal recycling facilities in San Antonio are:

  • Inspected on a monthly basis as required by City Code
  • All violations, especially life-safety violations, are resolved in a timely manner
  • Any illegally operating facilities are investigated and properly permitted or shut down.

The annual permit fee for a metal recycling entity license is $250. After applications are submitted and processed, invoices are distributed.

Used Automotive Parts Recycler

The program is designed to ensure that all licensed Used Automotive Parts Recyclers are:

  • Inspected on a monthly basis as required by City Code 
  • All violations, especially life-safety violations, are resolved in a timely manner
  • Any illegally operating facilities are investigated and properly permitted or shut down.

The annual permit fee for a used automotive parts recycler license is $575.

Scrap Tire Facilities Program

The program registers scrap tire facilities in San Antonio to ensure used and scrap tires are:

  • Stored appropriately
  • Keeping accurate records
  • Transported safely
  • Disposed properly

The annual registration fee is $250 for all scrap tire facilities. After applications are submitted and processed, invoices are distributed.

Secondhand/refurbished mattresses: Sales/retail or Germicidal Treatment Providers

To protect the health and safety of the general public, the San Antonio City Council approved an ordinance amending Chapter 15, Health, of the City Code by adopting secondhand/refurbished mattress consumer protection regulations, effective March 1, 2016.  In general, any Mattress Retailer or Germicidal Treatment Provider in the City of San Antonio must be permitted through the Development Services Department and pay a bi-annual fee as provided by this ordinance.

To receive a permit, 1) complete the Secondhand/Refurbished Mattress and/or Germicidal Treatment Providers Permit Application for each business location; and 2) pay the initial bi-annual fee of $220.00 per location to sell used mattresses or $110.00 per location for Germicidal Treatment providers. Future registrations for retail permits will be subject to the graduated fee schedule per City ordinance.

Additional Expectations
  • Germicidal cleaning of secondhand/refurbished mattresses by approved/registered treatment provider
  • Adequate signage in storefronts to identify sale/rent of secondhand and/or refurbished mattresses
  • Labeling of secondhand/refurbished mattresses indicating compliance with germicidal treatment
  • Signed acknowledgement forms from customers understanding type of mattress purchased
  • A logbook to track treated mattresses by retailer and treatment provider
  • Separate storage of secondhand/refurbished mattresses from new mattresses
  • Secondhand/refurbished mattresses which have not been treated will not be displayed on sales floor

Donation Container Program

The program is designed to regulate and permit donation containers that are placed in private open spaces as well as to provide more accountability of property owners for the maintenance, upkeep, servicing and signage for donation containers.

Program benefits
  • decreases illegal dumping practices
  • ensures cleaner areas around donation containers
  • ensures property owners have given permission for donation containers to be on their property
  • encourages accountability/responsibility for maintenance of donation containers by property owners and non-profit organizations.
