Councilman Brockhouse: Rate Increases Aren’t Automatic. I Will Vote No.

SAN ANTONIO (November 8, 2017) - The following comments are Councilman Brockhouse’s remarks on the SAWS rate increase requests:

“Raising utility rates should never be a foregone conclusion. City Council must dig deeper to ensure every dollar a customer pays is put to the highest and best use.  For far too long, rate increases are rubber stamped, with little to no financial scrutiny.  I will be voting NO on the SAWS rate increases requests. In doing so, I am requesting the following:

  • We will no longer be asked to approve multi-year rate increases.
  • Bonuses should not be awarded to leadership in the same year rate increases are requested.
  • SAWS leadership and the SAWS Board will return to the drawing board and identify cost reductions to offer reasonable alternatives to rate increases. Dollars should be identified and separated as critical infrastructure or operations and maintenance. 
  • A full re-evaluation of the SAWS Rate Structure and all affordability programs. Raising rates every year hurts those in our community who live on a fixed income or are struggling to live paycheck to paycheck.
  • The City of San Antonio should consider an independent 3rd party financial and operational review of the SAWS budget and governance structure.

We must only ask for rate increases for the bare minimum critical needs. We must protect taxpayer money and treat it with humility. We are taking too much money from residents and businesses. We must learn to say NO and live within our budget.”
