Nexolon America, LLC locating 400 jobs at Brooks City-Base

The City of San Antonio’s Economic Development Department announced today that Nexolon America, LLC plans to build a manufacturing facility at Brooks City-Base that will produce solar panels and create 404 manufacturing jobs at an average annual salary of more than $44,000/year. Nexolon plans to invest over $115 million in a 10-year ground lease of approximately 86 acres on the Brooks City-Base campus and will also contribute $500,000 over 5 years to Alamo Colleges for solar energy workforce training programs.
“This project contributes significantly to the realization of the SA2020 Vision of creating a more highly skilled workforce and jobs rooted in the New Energy Economy of the 21st Century,” said Mayor Julián Castro. “The Nexolon project is an impressive foreign direct investment in San Antonio and signals to the international community that San Antonio is ready to forge global partnerships that create good jobs for our citizens.”
The City of San Antonio, in partnership with Brooks Development Authority, developed a competitive package of business incentives for consideration by City Council on December 13 including: a $400,000 grant; a 10-year, 100 percent tax abatement on personal property; and a commitment to invest $12 million in public infrastructure. The $12 million investment is supported by new CPS Energy revenue and the City’s best efforts to secure funding in a future bond election.
“The Southside is blossoming as a part of our city that can grow with innovative, state-of-the-art facilities and infrastructure,” said District 3 City Councilwoman Leticia Ozuna. “This partnership strengthens this long-term vision of powerful economic development and a higher quality of living in this part of the city. As this vision becomes a reality, it promises to benefit the entire San Antonio community, as well.”
Brooks City-Base is 1,200-acre master-planned, mixed-use development on San Antonio’s South side. In addition to a thriving retail center and luxury multi-family residential complex, Brooks City-Base boasts tenants such as Mission Trail Baptist Hospital; DPT Laboratories, Inc.; Texas A&M University – San Antonio, Brooks City-Base campus; and NuStar Energy. The property is owned and operated by the Brooks Development Authority (BDA).
“This project is a great example of the City’s commitment to balanced growth and the partnership with Alamo Colleges really demonstrates the coordination necessary to help people attain the skills they need to break into these industries and make a good living,” said District 4 City Councilman Rey Saldaña.
The Nexolon America project is the result of a 400 megawatt Power Purchase agreement signed on July 23, 2012 between CPS Energy and OCI Solar Power (“OCI”). To secure the bid, CPS Energy required OCI to establishment an “anchor” facility to manufacture solar energy products; invest at least $100 million; and create at least 805 solar energy-related jobs.
“The BDA is responsible for redeveloping Brooks City-Base and identifying economic development opportunities that will benefit not just the South side, but all of San Antonio,” said BDA Interim President and CEO Roland Lozano. “The Nexolon project will be an outstanding asset to this community and we are thrilled to welcome them to the Brooks City-Base community.”
OCI has developed a consortium of partners including Nexolon America, LLC (“Nexolon”), a subsidiary of Nexolon Co., Ltd. and global leader in manufacturing solar panel components based in Seoul, Korea. Two other suppliers are: (1) Energia Ercam, a Spanish company to build the tracker systems (130 jobs); and (2) KACO New Energy, Inc., a German company to build the inverters systems (71 jobs).
