The City of San Antonio annually conducts a process to select types of activities to be funded with CDBG and HOME funds through the annual Action Plan.  Once activities have been identified, the City shall release Requests for Applications (RFA) corresponding to the funded activity.  See the steps for the application and selection process:

Request for Proposals for Homeownership Housing Development Funding (RFP 21-006, 6100013386)

The City of San Antonio’s Neighborhood and Housing Services Department – Division of Grants Monitoring and Administration (the “City”) is seeking proposals from organizations for the purpose of constructing or rehabilitating affordable single-family houses. The project should meet the HOME program objective to provide safe, decent, affordable housing to lower-income households. Said houses shall be sold to persons at or below 80% of the area median income (AMI). At the time of submission, the developer should have secured site control, and have secured, at least conditionally, all non-federal funding. 

The City has allocated funding up to $1,250,000.00 in HOME gap funding specifically for these activities in the FY 2021 Annual Action Plan; however, the City is not obligated under this RFP process to fully award these funds and retains the option, at its sole discretion, to reject all proposals. In addition, if at time of evaluation, the City has identified additional funding through the generation of program income, program savings or cancelled projects, the City will propose funding additional affordable housing development activities with HOME and CDBG funding.

Request for Proposals for Rental Housing Development Funding (RFP 21-007, 6100013388)

The project will serve households at 60% of the area median income (AMI) and meet the HOME program objective to provide safe, decent, affordable housing to lower-income households. At the time of submission, the developer should have secured site control, and have secured, at least conditionally, all non-federal funding.

Request for Proposals for Minor Home Repair Program Delivery (RFP 20-100, 6100013266)

The City of San Antonio (City) Neighborhood and Housing Services Department is requesting applications from qualified public or private nonprofit agencies, authorities, or organizations (Applicant) with the ability to determine program eligibility of homeowners and oversee housing rehabilitation services for these homeowners. The City is utilizing Community Development Block Grant (CDBG) funds for a program that will assist sixteen (16) eligible homeowners in need of minor repairs of their single-family homes. The City will provide the awarded Applicant with the sixteen (16) homeowners to engage.

The Applicant is expected to provide the following: 1) determine homeowner eligibility; 2) determine housing rehabilitation services to be provided to the homeowner; 3) obtain all documentation from homeowner; 4) procure contractors for rehabilitation work; 5) supervise and monitor rehabilitation work; and 6) request reimbursement from the City for services rendered. As funds will be distributed on a reimbursement basis, the Applicant must have the financial capacity to operate this program as such. The Applicant must determine and provide evidence to the City of who will be qualifying the provided homeowners for the program and who will be providing the housing rehabilitation services.
