Public Notice - Substantial Amendment #1 to the FY 2019 Action Plan and Budget

The City of San Antonio is initiating a 30-day public comment period on Monday, February 18, 2019 and will hold two public hearings. The first public hearing will take place beginning at 6 p.m. on Wednesday, March 6, 2019 in the auditorium of the San Antonio Central Library and the second public hearing will take place beginning at 6 p.m. on Wednesday, March 20, 2019 in the City Council Chamber, Municipal Plaza Building. These are U.S. Department of Housing and Urban Development (HUD) required city-wide public hearings for the first Substantial Amendment to the City’s FY 2019 (PY 2018) Consolidated Annual Action Plan and Budget to authorize the allocation of up to $2,701,242.90 in Community Development Block Grant funding for the following activities: up to $1,300,000.00 for Zarzamora Service Center Environmental Remediation; up to $500,000.00 for the Air Conditioning Partnership for Public Housing Residents; up to $250,000.00 for House of Neighborly Services Facility Improvements; up to $200,000.00 for East Meadows Infrastructure Improvements; up to $200,000.00 for the Short-Term Emergency Rental Assistance Program; and up to $251,242.90 for Public Infrastructure Improvements Supplemental Funding.


City Council consideration for the adoption of the first Substantial Amendment to the City’s FY 2019 (PY 2018) Action Plan and Budget will take place on Thursday, March 21, 2019 in the City Council Chamber, Municipal Plaza Building. A copy of the proposed action will be available for public review and comment through March 20, 2019 on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section. This information will also be available at the City of San Antonio’s Neighborhood and Housing Services Department located at 1400 S. Flores, San Antonio, Texas 78204 between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday. Copies will also be located at the Department of Human Services located at 106 South St. Mary’s Street, 7th Floor and the Central Library located at 600 Soledad.


Any individual, group, or agency wishing to comment on the proposed first Substantial Amendment to the FY 2019 (PY 2018) Action Plan may submit comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204; by email to communitydevelopment@sanantonio.gov or at www.saspeakup.com - Speak Up on Substantial Amendment #1 to the FY 2019 (PY 2018) Action Plan survey. All comments received by March 20, 2019 will be considered by the City of San Antonio prior to City Council adoption of the Substantial Amendment to the FY 2019 (PY 2018) Action Plan and Budget. Written comments should specify which notice they are addressing. Citizens wishing to speak at the public hearings may individually sign the appropriate sign-in sheet for that purpose which will be provided at the entrance of the meeting room prior to 6 p.m. the day of the hearing. Each citizen will have three minutes to speak. Groups consisting of three or more citizens will be allotted nine minutes total to address any one item. The meeting sites are wheelchair accessible. For the March 6, 2019 public hearing, accessible visitor parking spaces are located in the San Antonio Central Library parking lot adjacent to the building. For the March 20, 2019 public hearing, the accessible entrance is located at the Municipal Plaza Building/Main Plaza entrance and accessible visitor parking spaces are located at City Hall, 100 Military Plaza, North side. Auxiliary aids and services, including Deaf interpreters, must be requested forty-eight (48) hours prior to the meeting.
