Program Policies for HUD-Funded Affordable Housing Activities

As recipients of federal funding from the U.S. Department of Housing and Urban Development (HUD), the City of San Antonio (the City) is required to develop policies that will dictate programmatic requirements. The current Program Policies for HUD-Funded Affordable Housing Activities (Program Policies) were approved by the City Council on January 18, 2018 and apply to the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and the Neighborhood Stabilization Program (NSP). Utilizing HUD guidance, national best practices and stakeholder input, the City is initiating a review and update to the current Program Policies in order to ensure that the City’s policies are comprehensive and in compliance with HUD regulations; provide streamlined, consistent guidelines for federally-funded affordable housing activities; and align with the needs of our community. The Program Policies do not provide a funding strategy nor do they allocate funding.
A copy of the proposed Program Policies shall be available for public review and comment from August 26, 2019 through September 10, 2019 at the City’s Neighborhood and Housing Services Department (NHSD) located at 1400 S. Flores, San Antonio, Texas 78204, between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday. The Program Policies will also be available on the City’s website at www.sanantonio.gov/gmainaction.
The City will hold two public meetings to provide an overview of the Program Policies. The first meeting will be held on Tuesday, September 3, 2019 at 2:00 p.m. and the second meeting will be held on Wednesday, September 4, 2019 at 9:00 a.m. Both meetings will be held at the NHSD’s Main Conference Room A located at 1400 S. Flores, San Antonio, Texas 78204.

All comments received by September 10, 2019 will be considered. Written comments should specify which Notice they are addressing.
The Program Policies are tentatively scheduled for Council consideration on Thursday, October 10, 2019 in the City Chambers, Municipal Plaza Building, 105 Main Plaza.
