SUBSTANTIAL AMENDMENT TO THE CITY’S FY 2020 (PY 2019) ACTION PLAN AND BUDGET

The City of San Antonio is initiating a 30-day public comment period on Friday, December 20, 2019 and will hold two public hearings. The first public hearing will take place beginning at 6 p.m. on Wednesday, January 15, 2020 at the Neighborhood and Housing Services Department and the second public hearing will take place beginning at 6 p.m. on Wednesday, January 29, 2020 in the City Council Chamber, Municipal Plaza Building. These are U.S. Department of Housing and Urban Development (HUD) required city-wide public hearings for the first Substantial Amendment to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget to authorize the allocation of up to $6,478,760 in Community Development Block Grant funding, $1,849,000 in HOME Investment Partnerships funding, and $182,001 in Emergency Solutions Grant funding for the following activities:
Community Development Block Grant: Alazan Lofts (NRP Group) - $1,319,000; Babcock North (Alamo Community Group) - $1,000,000; Legacy at Piedmont (Atlantic Pacific Company) - $650,000; Watson Road Phase II (Habitat for Humanity) - $2,549,760; Tarasco Neighborhood Subdivision (Alamo Community Group) - $635,000; Project MEND Facility Improvements - $250,000; Avenida Guadalupe Master Plan - $75,000.
HOME Investment Partnerships Program: Village at Nogalitos (Prospera HCS) - $1,549,000; Chihuahua Homes Plus - $150,000; Habitat for Humanity CHDO Operating Expense Funding - $50,000; Prospera HCS CHDO Operating Expense Funding - $50,000; Neighborhood Housing Services of San Antonio CHDO Operating Expense Funding - $50,000.
Emergency Solutions Grant: Street Outreach - $182,001.
City Council consideration for the adoption of the first Substantial Amendment to the City’s FY 2020 (PY 2019) Action Plan and Budget will take place at 9.a.m. on Thursday, January 30, 2020 in the City Council Chamber, Municipal Plaza Building.
A summary of the proposed action will be available for public review and comment through January 29, 2020 on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section and at www.sanantonio.gov/gmainaction. This information will also be available at the City of San Antonio’s Neighborhood and Housing Services Department located at 1400 S. Flores, San Antonio, Texas 78204 between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday. Copies will also be located at the Department of Human Services located at 106 South St. Mary’s Street, 7th Floor.
Any individual, group, or agency wishing to comment on the proposed first Substantial Amendment to the FY 2020 (PY 2019) Action Plan may submit comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204; by email to firstname.lastname@example.org or at www.sanantonio.gov/gmainaction. All comments received by January 29, 2020 will be considered by the City of San Antonio prior to City Council adoption of the Substantial Amendment to the FY 2020 (PY 2019) Action Plan and Budget. Written comments should specify which notice they are addressing. Citizens wishing to speak at the public hearings may individually sign the appropriate sign-in sheet for that purpose which will be provided at the entrance of the meeting room prior to 6 p.m. the day of the hearing. Each citizen will have three minutes to speak. Groups consisting of three or more citizens will be allotted nine minutes total to address any one item.
The meeting sites are wheelchair accessible. For the January 15, 2020 public hearing, accessible visitor parking spaces are located in the Neighborhood and Housing Services Department parking lot adjacent to the building. For the January 29, 2020 public hearing, the accessible entrance is located at the Municipal Plaza Building/Main Plaza entrance and accessible visitor parking spaces are located at City Hall, 100 Military Plaza, North side. Auxiliary aids and services, including Deaf interpreters, must be requested forty-eight (48) hours prior to the meeting.
