Public Notice - Substantial Amendment to the City’s FY 2020 (PY 2019) Action Plan and Budget to amend the Neighborhood Stabilization Program (NSP)

PUBLIC NOTICE

The City of San Antonio is initiating a 30-day public comment period on Sunday, February 2, 2020, and will hold two public hearings. The first public hearing will take place beginning at 6 p.m. on Wednesday, February 19, 2020 at the Neighborhood and Housing Services Department and the second public hearing will take place beginning at 6 p.m. on Wednesday, March 4, 2020 in the City Council Chamber, Municipal Plaza Building. These are U.S. Department of Housing and Urban Development (HUD) required city-wide public hearings for the second Substantial Amendment to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget to amend the Neighborhood Stabilization Program (NSP) Target Areas and to authorize a reprogramming action in an amount not to exceed $950,000 in NSP funds for affordable housing redevelopment efforts for the following activities:

 

Neighborhood and Housing Services of San Antonio (NHSSA)
Staff proposes awarding $700,000 in NSP funding to Neighborhood and Housing Services of San Antonio (NHSSA) for the development of 14 homeownership housing units in Council District 3.  This development will benefit households at 120% or below of Area Median Income (AMI).  


Westcare Texas (WT)
Staff proposes awarding $250,000 in NSP funding to Westcare Texas (WT) for the development of 5 homeownership housing units in Council District 2. This development will benefit households at 120% or below of AMI.  

 

The proposed Neighborhood Stabilization Program target areas amendment is based on a combined score of the city’s census tracts that meets three criteria; (1) Opportunity Zones, or 10% concentration of (2) Vacancy rate and (3) Residential property built 1960 or prior.

 

City Council consideration for the adoption of the second Substantial Amendment to the City’s FY 2020 (PY 2019) Action Plan and Budget will take place at 9.a.m. on Thursday, March 5, 2020 in the City Council Chamber, Municipal Plaza Building.

 

A summary of the proposed action will be available for public review and comment through March 4, 2020 on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section and at www.sanantonio.gov/gmainaction. This information will also be available at the City of San Antonio’s Neighborhood and Housing Services Department located at 1400 S. Flores, San Antonio, Texas 78204 between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday.  

 

Any individual, group, or agency wishing to comment on the proposed second Substantial Amendment to the FY 2020 (PY 2019) Action Plan may submit comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204; by email to communitydevelopment@sanantonio.gov or at www.sanantonio.gov/gmainaction. All comments received by March 4, 2020 will be considered by the City of San Antonio prior to City Council adoption of the second Substantial Amendment to the FY 2020 (PY 2019) Action Plan and Budget. Written comments should specify which notice they are addressing. Citizens wishing to speak at the public hearings may individually sign the appropriate sign-in sheet for that purpose which will be provided at the entrance of the meeting room prior to 6 p.m. the day of the hearing. Each citizen will have three minutes to speak. Groups consisting of three or more citizens will be allotted nine minutes total to address any one item.

 

The meeting sites are wheelchair accessible. For the February 19, 2020 public hearing, accessible visitor parking spaces are located in the Neighborhood and Housing Services Department parking lot adjacent to the building. For the March 4, 2020 public hearing, the accessible entrance is located at the Municipal Plaza Building/Main Plaza entrance and accessible visitor parking spaces are located at Frost Bank Parking Garage, 109 North Main Avenue. Auxiliary aids and services, including Deaf interpreters, must be requested forty-eight (48) hours prior to the meeting.
