Substantial Amendment #3 to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget

The City of San Antonio is initiating a public comment period on Friday April 17, 2020 through Wednesday, April 22, 2020 and the Neighborhood and Housing Services Department will hold a virtual public hearing on Wednesday, April 22, 2020 at 2 p.m. This is a U.S. Department of Housing and Urban Development (HUD) required public hearing and comment period for the third Substantial Amendment to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget to reprogram (1) Community Development Block Grant (CDBG) Funds in an amount not to exceed $12,716,783 to the COVID-19 Emergency Housing Assistance Program to assist vulnerable populations at risk of homelessness during COVID-19; (2) HOME Investment Partnerships Program (HOME) funding to the following eligible activities; (a) up to $1,319,000 to the NRP Group for Alazan Lofts, (b) up to $650,000 to Atlantic Pacific Companies for Legacy at Piedmont, and (c) up to $1,537,840 for the Owner Occupied Rehabilitation/Reconstruction Program; and (3) the Housing Opportunities for Person with AIDS (HOPWA) supplemental funds in an amount not to exceed $297,456 to assist vulnerable populations at risk of homelessness and to prevent, prepare and respond to the coronavirus pandemic among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19; and (4) to amend the Citizen Participation Plan outlined in the City’s FY 2016-2020 Consolidated Plan in response to COVID-19.
A summary of the proposed action will be available for public review and comment through April 22, 2020 on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section and at www.sanantonio.gov/gmainaction. Please note, due to the current public health crisis, NHSD lobby is closed to the public until further notice, therefore only the digital document is available for review at www.sanantonio.gov/gmainaction . Any individual, group, or agency wishing to comment on the proposed third Substantial Amendment to the FY 2020 (PY 2019) Action Plan may submit written comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204; by email to email@example.com or at www.sanantonio.gov/gmainaction. All comments received by April 22, 2020 will be reviewed and considered by the City of San Antonio prior to City Council adoption of the Substantial Amendment to the FY 2020 (PY 2019) Action Plan and Budget. Written comments should specify which notice they are addressing.
City Council consideration for the adoption of the third Substantial Amendment to the City’s FY 2020 (PY 2019) Action Plan and Budget will take place at 9 a.m. on Thursday, April 23, 2020 in the City Council Chamber, Municipal Plaza Building.
To protect the health of the public and limit the potential spread of COVID 19, the City Council will hold their meetings via telephone conference call. These meeting standards are based upon the suspended provisions of the Open Meetings Act issued by the Texas Governor in response the COVID 19 crisis. These modified standards shall remain in place until further notice or the state disaster declaration expires or is otherwise terminated by the Texas Governor.

Public Comments for an item on the agenda can be submitted to the Office of the City Clerk in writing or emailed to PublicComment@sanantonio.gov or submitted by telephone to (210) 207-6991 starting the Monday prior to the meeting until 12:00 noon Wednesday. Written comments are limited to 300 words. Telephone comments are limited to no more than 2 minutes. Those who would like to speak during the meeting should include their name, telephone number and item on which they would like to speak on their message at (210) 207-6991. All Public Comments will occur at the beginning of the meeting.
