SUBSTANTIAL AMENDMENT #2 TO THE CITY’S FY 2021 (PY 2020) ACTION PLAN AND BUDGET
JANUARY 8, 2021 - JANUARY 13, 2021
The City of San Antonio is initiating a public comment period on Friday, January 8, 2021 through Wednesday, January 13, 2021 and will hold a public hearing on Wednesday, January 13, 2021 at 5 p.m. via videoconference. This is a U.S. Department of Housing and Urban Development (HUD) required public hearing and comment period for Substantial Amendment #2 to the City’s adopted FY 2021 (PY 2020) Annual Action Plan and Budget (1) to program $10,249,127 in second round CDBG-CV funding, of which $9,000,127 will be allocated to the COVID-19 Emergency Housing Assistance Program with remaining funds to be allocated to homeless services, eviction prevention and housing counseling; and (2) to reprogram $4,325,000 in CDBG entitlement funding to affordable housing preservation and development activities.
City Council consideration for the adoption of the Substantial Amendment #2 to the City’s FY 2021 (PY 2020) Action Plan and Budget will take place on Thursday, January 14, 2021 at 9:00 a.m. by videoconference.
A summary of the proposed action will be available for public review and comment through January 13, 2021 on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section and at www.sanantonio.gov/gmainaction. Please note, due to the current public health crisis, NHSD lobby is closed to the public until further notice, therefore only the digital document is available for review at www.sanantonio.gov/gmainaction . Any individual, group, or agency wishing to comment on the proposed Substantial Amendment #2 to the FY 2021 (PY 2020) Action Plan may submit written comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204; by email to firstname.lastname@example.org or at www.sanantonio.gov/gmainaction. All comments received by January 13, 2021 will be reviewed and considered by the City of San Antonio prior to City Council adoption of the Substantial Amendment #2 to the FY 2021 (PY 2020) Action Plan and Budget. Written comments should specify which notice they are addressing.
To protect the health of the public and limit the potential spread of COVID 19, the City Council will hold the January 13, 2021 public hearing and January 14, 2021 City Council meeting via videoconference. These meeting standards are based upon the various suspended provisions of the Open Meetings Act issued by the Texas Governor in response to the COVID 19 crisis. These modified standards shall remain in place until further notice or until the state disaster declaration expires or is otherwise terminated by the Texas Governor. The meetings will be available to the public at AT&T channel 99, Grande channel 20, Spectrum channel 21, digital antenna 16, www.sanantonio.gov/TVSA and www.Facebook.com/COSAGOV. Public Comment is your opportunity to address your City of San Antonio elected officials directly about issues that are important to you and your community. Members of the public are given up to three (3) minutes to speak, and groups are given up to nine (9) minutes.
