These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of San Antonio.


On or after April 23, 2021, the City of San Antonio will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds to undertake the following project:

Project Title: Hamilton Wolfe Lofts

Location: The project is located at 4631 Hamilton Wolfe Road, San Antonio, Bexar County, TX 78229

Project Description: Hamilton Wolfe is a new construction 74-unit multi-family development located at 4631 Hamilton Wolfe Road in City Council District 8. Hamilton Wolfe Lofts will offer 1-, 2-, and 3-bedroom units to families and individuals earning between 30% and 60% of AMI.  Square footage will range from 656 SF for a one bedroom/one bath to 1,055 SF for a three bedroom/two bath unit.


Mitigation Measures/Conditions/Permits (if any):  The proposed project complies with all governmental statutes, Executive Orders, and regulations listed under 24 CFR 50.4 and 58.6; as well as the Environmental Assessment Factors outlined in 24 CFR 58.40; no mitigation measures are required. Prior to construction all applicable City of San Antonio development permits including authorization under Stormwater Discharges Associated with Construction Activities (TXR150000) will be obtained.  


Estimated Project Cost: Total project costs are anticipated to be $19.6 million dollars. The total estimated HOME cost is $1,200,000.   


The City of San Antonio has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of San Antonio Neighborhood and Housing Services Department (NHSD), Division of Grants Monitoring & Administration, 1400 South Flores, San Antonio, TX 78204.  Please note, due to the current public health crisis, NHSD lobby is closed to the public until further notice, therefore only the digital document is available for review at www.sanantonio.gov/GMA/Notices. A summary of the findings may be mailed upon request by contacting NHSD at (210) 207-6600 or by e-mail to communitydevelopment@sanantonio.gov, weekdays between 8:00 a.m. and 4:00 p.m. This document will be available for review at the City of San Antonio Neighborhood and Housing Services Department, when normal office hours resume, weekdays between 8:00 a.m. and 4:00 p.m. 


Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the City of San Antonio, Neighborhood and Housing Services Department, Division of Grants Monitoring & Administration, 1400 S. Flores Street, San Antonio, Texas 78204 or by e-mail to communitydevelopment@sanantonio.gov.  All comments received by April 22, 2021 will be considered by the City of San Antonio prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.


The City of San Antonio certifies to HUD that Patricia Santa Cruz, in her capacity as Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of San Antonio to use HUD program funds.


HUD will accept objections to its release of funds and the City of San Antonio’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of San Antonio; (b) the City of San Antonio has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD San Antonio Field Office at CPD_COVID-19OEE-SAN@hud.gov. Potential objectors should contact the HUD San Antonio Field Office via email to verify the actual last day of the objection period.
