The City of San Antonio will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds to undertake the following project:

Project Title: Village at Nogalitos

Location: 3727 Nogalitos, San Antonio, Bexar County, Texas 78211

Project Description: Prospera Housing Community Services (PHCS) is proposing to utilize $1,549,000 HOME funds to construct a multi-family development, Village at Nogalitos, located at 3727 Nogalitos, San Antonio, 78211.  The project will include new construction of 78 affordable units of which 22 are one-bedroom, one bath units, 48 two-bedroom, two bath units, and 8 three-bedroom, two bath units.  The purpose of the project is to provide affordable housing opportunities for low-income households.  The unit mix includes five ADA compliant, two for visually and hearing impaired, and two elevators.  Units will include energy efficient appliances. The building will utilize Energy Star TPO roof with radiant barrier roof.  All units will be subject to income eligibility less than 60% AMI.

The City of San Antonio will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds to undertake the following project:

Project Title: Alazan Lofts

Location: The project is located on 18 tracts of land on El Paso, Torreon and S. Colorado Streets, San Antonio, Bexar County, TX 78233

Project Description: Alazan Lofts is a proposed new construction multi-family housing development that aims to serve working families by providing quality housing opportunities at an affordable rate. The proposed project is in the Westside community area. Alazan Lofts will include 88 units within two residential buildings and one community building.  The community building will include a fitness center, children’s activity room, community kitchen, business center, and leasing office. The three-story building will include 18 walk up units and the four-story building will include 70 units with elevator service. Up to 40 units will be reserved for Public Housing, 40 units for families earning up to 60% AMI and 8 units will have unrestricted rents. The forty (40) Public Housing units would be administered by the San Antonio Housing Authority.  Prior to the construction of the facility, the existing vacant structure will be demolished.

The City of San Antonio will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds to undertake the following project:

Project Title: Project MEND Facility Improvements

Location: Wurzbach and Crystal Run, San Antonio, Bexar County, Texas 78238

Project Description: Project MEND, a non-profit organization, is proposing to utilize CDBG funds to construct a new facility located on Wurzbach and Crystal Run, San Antonio, TX 78238 in Council District 7 where individuals living with disabilities, especially those who are low income, will now be able to access all services, equipment and training at a single facility. The new facility will include space to provide program services to clients, a medical equipment warehouse and repair center. Project MEND serves an average of 1500 clients per year, and approximately 90% or 1350, of those clients have income at or below 80% HUD Area Median Income limit.

La Ciudad de San Antonio inicia un periodo de comentarios públicos el viernes 17 de abril de 2020 hasta el miércoles 22 de abril de 2020 y el Departamento de Servicios Vecinales y de Vivienda   tendrá una audiencia pública virtual el miércoles 22 de abril de 2020 a las 2 p.m. Este es un período de audiencia pública y comentarios requerido por el Departamento de Vivienda y Desarrollo Urbano de los EE. UU. (HUD) para la tercera Enmienda Sustancial al Plan de Acción y Presupuesto Anual de la Ciudad para el AF 2020 (AP 2019) para reprogramar (1) fondos del Subsidio Global para el Desarrollo Comunitario (CDBG) por un monto que no exceda $12,716,783 para el Programa de Asistencia de Vivienda de Emergencia COVID-19 para ayudar a las poblaciones vulnerables en riesgo de quedarse sin hogar durante COVID-19; (2) el programa HOME Investment Partnerships (HOME) para las siguientes actividades elegibles; (a) hasta $ 1,319,000 para NRP Group para Alazan Lofts, (b) hasta $ 650,000 para Atlantic Pacific Companies for Legacy en Piedmont, y (c) hasta $ 1,537,840 para el Programa de reconstrucción / rehabilitación ocupada por el propietario; (3) y los fondos suplementarios de Oportunidades de Vivienda para Persona con SIDA por un monto que no exceda de $297,456 para ayudar a las poblaciones vulnerables en riesgo de falta de vivienda y prevenir, preparar y responder a la pandemia del coronavirus entre las personas y las familias que no tienen hogar o reciben asistencia para personas sin hogar  y para apoyar actividades adicionales de asistencia para personas sin hogar y prevención de personas sin hogar para mitigar los impactos de COVID-19; y (4) modificar el Plan de Participación Ciudadana descrito en el Plan Consolidado FY 2016-2020 de la Ciudad en respuesta a COVID-19.

The City of San Antonio is initiating a public comment period on Friday April 17, 2020 through Wednesday, April 22, 2020 and the Neighborhood and Housing Services Department will hold a virtual public hearing on Wednesday, April 22, 2020 at 2 p.m.  This is a U.S. Department of Housing and Urban Development (HUD) required public hearing and comment period for the third Substantial Amendment to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget to  reprogram (1) Community Development Block Grant (CDBG) Funds in an amount not to exceed $12,716,783 to the COVID-19 Emergency Housing Assistance Program  to assist vulnerable populations at risk of homelessness during COVID-19; (2) HOME Investment Partnerships Program (HOME) funding to the following eligible activities; (a) up to $1,319,000 to the NRP Group for Alazan Lofts, (b) up to $650,000 to Atlantic Pacific Companies for Legacy at Piedmont, and (c) up to $1,537,840 for the Owner Occupied Rehabilitation/Reconstruction Program;  and (3) the  Housing Opportunities for Person with AIDS (HOPWA) supplemental funds in an amount not to exceed $297,456 to assist vulnerable populations at risk of homelessness and to prevent, prepare and respond to the coronavirus pandemic among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19; and (4) to amend the Citizen Participation Plan outlined in the City’s FY 2016-2020 Consolidated Plan in response to COVID-19.

Project Description: Atlantic Pacific Community Management, LLC (APCM) is proposing to utilize U.S. Department of Housing and Urban Development (HUD) CDBG funds to support the development of Legacy at Piedmont, a  proposed new 49-unit affordable multifamily rental community for elderly (62+) located at 826 East Highland Boulevard in San Antonio, TX 78210. This project will include one two-story, elevator serviced building that will offer all 49 units to households earning up to 30% and 60% of AMI. There will be 30 one-bedroom units and 19 two-bedroom units for this project. APCM will manage the project and Portfolio Resident Services will provide supportive services to residents. CDBG funds will be used for acquisition costs, site preparation or other approved CDBG expenses to support the development of affordable housing.

The first public hearing will take place beginning at 6 p.m. on Wednesday, February 19, 2020 at the Neighborhood and Housing Services Department and the second public hearing will take place beginning at 6 p.m. on Wednesday, March 4, 2020 in the City Council Chamber, Municipal Plaza Building. These are U.S. Department of Housing and Urban Development (HUD) required city-wide public hearings for the second Substantial Amendment to the City’s FY 2020 (PY 2019) Annual Action Plan and Budget to amend the Neighborhood Stabilization Program (NSP) Target Areas and to authorize a reprogramming action in an amount not to exceed $950,000 in NSP funds.

Flores Street, San Antonio, Texas 78204 y la segunda audiencia pública se llevará acabo de las 6 p.m. del miércoles 4 de marzo del 2020 en el Salón del Ayuntamiento, en el edificio de la Plaza Municipal. Estas audiencias públicas son requisitos del Departamento de vivienda y desarrollo urbano de los Estados Unidos (HUD) para la Enmienda Sustancial #2 del Plan de Acción y Presupuesto para el AF 2020 para enmendar las áreas objetivo del Programa de Estabilización Vecinal (NSP) y autorizar una acción de reprogramación de $950,000 en fondos NSP.

Flores Street, San Antonio, Texas 78204 y la segunda audiencia pública tendrá lugar a partir de las seis de la tarde el miércoles 29 de enero de 2020 en el “City Council Chamber, Municipal Plaza Building”.
