A world of opportunities
The Global Engagement Office serves as the city’s official foreign affairs liaison with the diplomatic corps, government, educational and cultural organizations. We advise elected city officials, department representatives, and the business community on international protocol and provide training on cross-cultural communications and diplomacy.
Sister Cities International (SCI) is a national initiative begun by Dwight D. Eisenhower shortly after World War II, to develop economic, cultural and technical exchanges between US cities, counties, and states with corresponding communities worldwide. The goal of the Sister Cities program is to involve people and organized groups at all levels of society, establishing productive, people-to-people relationships through global community partnerships and volunteer action.

Friendship City Agreements are usually the first step on the road to becoming a Sister City. Whereas Sister City relationships require approval from both cities' respective city councils, Friendship City Agreements can be made between Mayors.

The Global Engagement Office acts as the city's foreign liaison, and maintains close ties to the diplomatic offices within San Antonio. There are a number of consular representatives within the San Antonio Metro Area.
