The purpose of the Transportation Systems Management & Operations (TSM&O) Section is to help move traffic, pedestrians, bicyclists, and transit vehicles more efficiently on our existing roadways by maximizing the use of existing traffic signals and other Intelligent Transportation System (ITS) devices. These devices are able to communicate with our Transportation & Infrastructure Management Center (TIMC) located in the TransGuide Traffic Management facility. Vehicle detection equipment and traffic monitoring cameras are used to determine when roadways are flowing inefficiently and a central computer system can be used by traffic signal engineers to make real-time adjustments to signal timing to improve traffic flow.

In 2008, the City started the 5-year Traffic Signal Synchronization and Modernization (TSSM) Program.  The goals of the TSSM included:

  • Maximize flow of traffic
  • Reduce traffic delay
  • Reduce fuel consumption and emissions
  • Reduce number of accidents

After the conclusion of the program, the results showed 32% fewer vehicular stops and a 12% average reduction in travel time.

Traffic Signal Coordination

All 1,400 traffic signals are re-evaluated every five years to determine if timing adjustments are needed to allow the greatest number of vehicles through a group of signals with minimal stops. While this may result in some delays on side streets waiting for a green signal, the overall system performance has been greatly improved. Read more about traffic control devices.
