Point Repair Permits
  • The fee consists of a $50 application fee plus $120 inspection fee for a total of $170
  • Excavation Permits of 49’ or less related to utility work and non-excavation permits - $170
  • Regular Manhole Servicing Permits without Excavation - $50
  • Street Boring Permits - $170
Project Permits

Plans are to be submitted to the Utility Coordinator along with a Project Information Form (PIF) at least 30 days prior to the start of any planned project (excavation of 50 linear feet or greater)

There is a $50 application fee initially paid and daily tier fee which is billed monthly

  • Tier 1: $60 per day - anticipated number of days to complete work 0-60 days
  • Tier 2: $90 per day - anticipated number of days to complete work 61-120 days
  • Tier 3: $120 per day - anticipated number of days to complete work 121-180 days
  • Tier 4: $150 per day - anticipated number of days to complete work > 180 days
  • Excavation Permits of 50’ or more related to utility work - $50 initially plus the daily tier fee which is billed monthly
  • CIPP Manhole Servicing Permits without Excavation - $50 initially plus the daily tier fee which is billed monthly
  • Pipe Bursting Permits - $50.00 initially plus the daily tier fee which is billed monthly
Block Party Permits

Block Party Temporary Street Closure Permits are required to block or section off the street being closed to thru traffic due to a special event such as filming, parties, National Night Out, etc. Filming includes obtaining any video footage, still photography blocking, directing, impeding, or rerouting of any/all traffic modes.

  • Events that require temporary street closures and restrict thru traffic should submit a Block Party Permit application
  • ROW administrative personnel will ensure completed applications received will follow the 3 step process below.
  • Review & approval from Sr. Engineer
  • Review & approval from the San Antonio Police Department (SAPD)
  • Review & approval from the San Antonio Fire Department (SAFD)
  • The fee is calculated by: $100 per block x the number of days = total amount due

Lane/Sidewalk Closure Permits

Lane/Sidewalk Closure Permits are required for the removal, repair, modification, or installation of sidewalks, driveway approaches, curbs/gutters, median work, acceleration/deceleration installation, traffic signal and turn lane installation. They are also required for the selling, offering to sell, exchanging, and ordering of merchandise on or over a sidewalk.

  • Lane/Sidewalk Closure Permits are temporary closures of full or partial areas of a lane(s) and or sidewalk(s)
  • Total sf x .0629 = daily fee x # days plus $50 application fee = total amount due

Parking Restriction Permits

Parking Permits are required when using a City parking space for temporary loading and unloading purposes. Placement of a Temporary Storage Device falls under the Lane/Sidewalk Closure permit. Construction related parking must be requested as a Lane/Sidewalk Closure permit.

Valet zones are areas designated for the receiving and returning of vehicles within the ROW. Service to zones must be provided by a Licensed Valet Operator. Long-term or permanent Valet operations are generally located in existing Passenger Loading Zones. These requests are referred to the Center City Development and Operations Department (CCDO). Short-term or temporary Valet area requests are treated as parking permits if located in designated parking areas or loading zones, or as lane closures if located in travel lanes.

  • Parking Restriction Permits are for reserved parking spaces for various vehicle sizes. Each space is $30 and is equivalent to 22’. Therefore more than one space may need to be restricted dependent upon the vehicle size.
  • The fee is based off the ($30 fee per parking space) x (total number spaces needed) x (the number of days to be restricted) + (sales tax) = total amount due
