To be eligible, a CCHIP project must be located in the CRAG and create at least two housing units (1) on a single lot or (2) at a density of 16 units per acre. See our CCHIP Scoring Matrix

The level of incentives provided is determined by the project’s location within the CRAG. Incentive levels increase if the project is located within one of the eight Targeted Growth Areas. These eight areas have been re-classified into four Incentive Tiers.
- Tier 1: Downtown Core
- Tier 2: Near West Side, Near East Side, Civic Core, Cesar Chavez/Hemisfair, Medical District, Civic Core and Near River South
- Tier 3: River North
- Tier 4: Midtown
Incentives may include City fee waivers, SAWS fee waivers, Real Property Tax Reimbursement Grants, Historic Tax Exemptions or Historic Tax Credits, Inner City Incentive Fund Loans and Mixed Use Forgivable Loans.
