A Public Hearing will take place beginning at 6 p.m. on Wednesday, April 2, 2014 in the City Council Chamber, Municipal Plaza Building. This will be the first of two U.S. Department of Housing and Urban Development required city-wide public hearings for the City's Consolidated Annual Action Plan/Budget process for the Fiscal Year 2014-2015 Community Development Block Grant (CDBG – 40th Year), Home Investment Partnership Grant (HOME – 23rd Year), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.

Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City.

REQUEST FOR RELEASE OF FUNDS
On or after February 5, 2014 the City will submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnership Act funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake the Masters Ranch Apartments project for the purpose of providing safe, decent and sanitary affordable housing to low-income households. The location is 3435 East Southcross Boulevard, San Antonio, Texas 78223. The project will entail new construction of two hundred and fifty-two (252) garden-style multi-family housing units, with eighty-four (84) fully accessible handicap units. The project includes construction of affordable tax credit housing, particularly for the handicapped and senior citizen while reducing the shortage of affordable rental housing options. The 11.89-acre apartment complex plan being developed is part of a larger one hundred and eighty-six (186) acre development. The planned development incorporates two existing buildings that were part of the former Pecan Valley Golf Course, the clubhouse and the golf office building. The project will undergo mitigating measures including relocation of an AST (above storage tank) on the adjacent property to eliminate the explosive and flammable hazards. To decrease the hazard radius to outside the project boundaries and away from any area on the project site where people are likely to congregate, the AST will be relocated 95 feet to the opposite end of the existing maintenance building on the adjacent property and a diked contaminate will be built around it. The estimated total project cost is $26,495,037.00 including $1,467,000 in HOME funds.
FINDING OF NO SIGNIFICANT IMPACT
The City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of San Antonio, Planning & Community Development Department, 1400 S. Flores Street, San Antonio, Texas 78204, and may be examined or copied weekdays 8:00 A.M to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of San Antonio, Planning & Community Development Department, Division of Grants Monitoring & Administration, 1400 S. Flores Street, San Antonio, Texas 78204. All comments received by February 4, 2014 will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
The City certifies to HUD that Thomas Morgan, Grant Administrator in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Alamo Community College District to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 615 East Houston Street, Suite 347 San Antonio, Texas 78205-2001 . Potential objectors should contact HUD to verify the actual last day of the objection period.

REQUEST FOR APPLICATIONS The Department of Planning and Community Development seeks applications from qualified organizations for two separate HOME Grant funded programs.

A. FY 2014 Community Development Housing Organization (CHDO) Single Family New Construction Application
B. FY 2014 Community Development Housing Organization (CHDO) CHDO Operating Expense funding

The City will review and select qualified applicants independently for each program. A Pre-Submittal Conference will be held at 1400 S. Flores, San Antonio, Texas 78204, at 2:00 pm for the CHDO Operating application and at 3:00 pm for the single family new construction application on Thursday January 9, 2014. Attendance at the Pre-Submittal Conference is optional, but recommended. Respondents shall bring a copy of the application to the pre-submittal conference. REQUEST FOR APPLICATIONS The City of San Antonio's, Department of Planning and Community Development (the "City") is seeking applications from local non-profit affordable housing providers requesting HOME funds for eligible operating expenses. Respondents must meet Community Housing Development Organization (CHDO) Certification requirements as described in the 2013 HOME Final Rule.

The Home Investment Partnerships Program or HOME Program was created by the National Affordable Housing Act of 1990. The purpose of the HOME Program is to increase the supply of safe, decent, sanitary, and affordable housing for low and very-low-income households. HOME also seeks to expand the capacity of nonprofit housing providers, strengthen the ability of local governments to provide affordable housing; and leverage private-sector participation. 

Eligible Respondents
A CHDO is a private non-profit, community-based service organization whose primary purpose is to provide and develop decent, affordable housing for the community it serves. Typically, the City provides CHDO set aside funds through the HOME program exclusively for qualified, eligible CHDO projects and operating expenses.

REQUEST FOR APPLICATIONS The City of San Antonio's, Department of Planning and Community Development (the "City") is seeking applications from Community Housing Development Organizations for the purpose of constructing and selling affordable single family homes to persons at or below 80% of the area median income.

Program
The City of San Antonio has allocated $500,000 in HOME Investment Partnership funds specifically for CHDO New Construction Activities in the FY 2014 Annual Action Plan.   

Based on the availability of funds, acceptable Proposals will be evaluated by the following criteria including, but not limited to:

  1. Experience, Background, and Qualifications
  2. Proposed Plan
  3. Section 3 Utilization

The Applicant will provide as part of their proposal a Work Plan which demonstrates the development and sales/rental/lease to purchase process from acquisition, construction, to the homebuyer process.

Eligible Applicants
Eligible Applicants are organizations that meet the standards and HOME definition of a Community Housing Development Organization (CHDO) and are required to include CHDO Certification Application to be considered for funding.  Organizations that do not anticipate meeting the qualifications of a CHDO need not apply.

The City of San Antonio's Department of Planning and Community Development has completed the Consolidated Annual Performance and Evaluation Report (CAPER) for the period of October 1, 2012 to September 30, 2013. The CAPER reports on the accomplishments of each Annual Action Plan. It provides a concise reference to compare anticipated work with actual performance for San Antonio residents, local officials and the U.S. Department of Housing and Urban Development (HUD). The CAPER reports on the use of Entitlement Funds which include the Community Development Block Grant (CDBG), the Home Investment Partnerships Program (HOME), the Emergency Shelter Grant (ESG) and the Housing Opportunities for Persons with AIDS (HOPWA) during the 2012-2013 Program Year.

A copy of the proposed CAPER shall be available for public inspection from December 5, 2012 to December 19, 2012 at the City of San Antonio's Department of Planning and Community Development located at 1400 S. Flores, San Antonio, Texas 78204. Parking is free and the CAPER is available for review between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday.
