Councilwoman Viagran remarks on Ethics Review Board reform recommendations

SAN ANTONIO (September 21, 2017) — Yesterday, Ethics Review Board (ERB) Chair Dr. Adriana Garcia presented the ERB’s recommendations for strengthening San Antonio’s ethics ordinances to the City Council’s Governance Committee.  The recommendations come from extensive analysis of the current ethics code and best practices and lessons learned from cities across the country.

“I’d like to offer my thanks to Dr. Garcia, District 3 appointee Ruben DeLeon, and the rest of the Ethics Review Board for taking on this challenge,” said Councilwoman Viagran. “Their thorough analysis and thoughtful recommendations provide concrete steps Council can take to increase transparency and build more trust between the city and its residents. I’m proud to support these common sense changes to our ethics code and encourage my Council colleagues to do the same.

San Antonio deserves to know its elected representatives are free of undue influence and conflicts of interest. We need a strong ethics code that is both written and regularly reviewed without political pressure or influence. For more than a year, Dr. Garcia and the Ethics Review Board have spent countless hours doing just that, and their work speaks for itself.”

The Ethics Review Board was established in 2004 as an independent entity to enforce the City of San Antonio’s Ethics Code and Municipal Campaign Finance Code. The Board investigates complaints, holds formal hearings, delivers binding rulings, and may impose formal sanctions and fines. The last significant change to the City’s Ethics Code and Municipal Campaign Finance Code was made in 2013.
