Arrest of SAPD Officer
On May 15, 2019, at approximately 6:05 p.m., SAPD officers responded to 2323 Lockhill Selma Rd. for a theft. The complainant called police to report that her ex-boyfriend, Officer Kenneth Moreno, a 13-year veteran of SAPD, had been harassing her all day by calling and texting her repeatedly and driving to her house. The complainant also mentioned that Officer Moreno took her cell phone and attempted to search through it. The complainant attempted to call 911, but due to Officer Moreno’s constantly calling her phone, she was unable to place her call. She told Officer Moreno that she called police and he fled the location. This case is related to a previous incident in which SAPD Officer Nicolette Muniz was arrested for assault on April 19th. Moreno had been on administrative duty since May 6th. He will now be placed on administrative leave. Moreno will be booked at 401 S. Frio for Stalking and additional charges are possible as the investigation continues.
Please attribute the following statement to Chief William McManus:
“The allegations against this officer are disturbing especially in light of all the recent focus on domestic/dating violence. Simply put, this behavior is not acceptable and will not be tolerated by any member of the San Antonio Police Department.”
