SAN ANTONIO (July 16, 2019) — Today, City Manager Erik Walsh announced new executive appointments for the City of San Antonio. Dr. Colleen Bridger has officially been named Assistant City Manager and will continue to oversee the Metropolitan Health Department, Office of Equity, Department of Human Services and the Parks and Recreation Department.
“Colleen has a track record of leading key issues to the finish line. She spearheaded the passage of San Antonio’s Tobacco 21 ordinance, which eventually became the model for statewide legislation raising the purchase age for tobacco products to 21. She also secured San Antonio its award of the Robert Wood Johnson Health Foundation Culture of Health Prize,” said City Manager Erik Walsh. “Most recently, her management of the migrant resource center has been nationally lauded and the center has become a model for how to efficiently provide a humanitarian response to the influx of asylum seekers.”
Dr. Bridger served as Director of the San Antonio Metropolitan Health District from 2017 to 2019. Prior to relocating to San Antonio, she served as director of three different County-based Health Departments in North Carolina, tackling tough issues like poverty, transportation, and access to care and exceeded community goals for reductions in teen pregnancy and infant mortality rates. Dr. Bridger has a Ph.D from UNC-Charlotte and a Master of Public Health from UNC-Chapel Hill.
Last week, City Manager Walsh also announced that Alex Lopez will serve as Interim Director of the Economic Development Department (EDD), effective July 26. Lopez currently serves as Deputy Director of EDD. Lopez carries with her more than seven years of executive-level management in EDD. She previously served as Interim Chief Equity Officer and has been a leader in the development and management of the City’s Small/Minority/Woman/Business Enterprise Advocacy (SBEDA) Program.
Also effective today, City Manager Walsh announced the appointment of Homer Garcia to Interim Director of the Parks and Recreation Department. Homer has 18 years of experience working for the City of San Antonio, and 20 years of experience working in the public sector. For the past two years, he has been serving as the Assistant Director of the Parks and Recreation Department.
Within the Parks and Recreation Department Garcia has lead park operations, including trades work and daily park / trail maintenance, the Edwards Aquifer Program, Urban Forestry, and Natural Areas operations. Garcia’s role with City also included working within the Animal Care Services Department and Human Services Department. He holds a Masters of Business Administration from Our Lady of the Lake University and a Bachelors of Business Administration from Texas State University.
