SAN ANTONIO (March 18, 2021) — Today, San Antonio’s City Council approved a 10-year, 50% property tax abatement and a Texas Enterprise Zone nomination for Navistar International Corporation.  This approval moves forward the future development of a truck validation center, engineering services and support personnel on the Southside of San Antonio. The expansion in Texas is part of Navistar 4.0, the company’s enterprise-wide growth strategy.
“The Southside has become an advance manufacturing hub with significant gains in STEM occupations and over $1 billion invested in vehicle manufacturing in the last two years,” stated Councilwoman Viagran.  “Council’s approval of a 10-year, 50% property tax abatement agreement and a resolution nominating Navistar for designation as a Texas Enterprise Zone Project is one step closer to securing Navistar’s expansion in San Antonio.  I believe growth in San Antonio’s southern sector will continue to thrive and we will need to work together to invest in the appropriate infrastructure needs in this area. This expansion is a true testament that even through the pandemic, our focus has not changed - we will continue to bring job opportunities to San Antonio and continue to see the Southside shine.”
The progress on Navistar’s production facility off Hwy 281 is an exciting sight.  This additional investment further highlights Navistar’s interest in San Antonio, and specifically the Southside.  This project will create 60 new jobs with average wages starting at $56,875 and all 60 positions will pay above the All-Industry Wage ($17.37).
Navistar has continued to work with the San Antonio Economic Development Foundation, as well as local and state governments to support the company’s growth in the market.  As the city prepares to launch SA Ready to Work, Navistar is a great example of an employer willing to partner with the city to provide a range of employment opportunities in a targeted industry.  Additional information is available at
