Deconstruction and Salvage Initiative

In 2017, Councilman Roberto Treviño initiated a Council Consideration request in response to demolition penalties and neighborhood concerns in San Antonio. One of the recommendations from the Council Committee was for the Office of Historic Preservation (OHP) to further explore deconstruction as an alternative to traditional demolition. Deconstruction refers to the systematic disassembly of a structure in the opposite order it was constructed to maximize salvage of material for reuse.

Broad goals of this initiative include:

  • Develop and sustain a local workforce in construction, heritage trades, and deconstruction
  • Increase the availability of high quality and affordable salvaged materials
  • Address important environmental considerations, including the reduction of carbon emissions, reduction of raw material and water consumption, reduction of airborne toxic pollutants associated with demolition, and reduction of construction waste
  • Encourage neighborhood continuity and develop a local circular economy
  • Achieve citywide sustainability goals

Are you a city-licensed demolition or general contractor interested in Deconstruction training?

Follow the link below to fill out a training interest form. Training is scheduled for Friday, May 31 through Sunday, June 2, 2019. Workforce training for non-licensed individuals is tentatively planned for fall 2019.

Public input meetings were held on November 5, 2018, at Eco Centro in the Tobin Hill neighborhood, and February 25, 2019, at the the Central Library, to provide an overview of the initiative and determine initial public priorities regarding deconstruction and salvage efforts in San Antonio. The comments collected from the November meeting are uploaded below. February meeting documents are forthcoming.

DECONSTRUCTION ADVISORY Committee

A Deconstruction Advisory Committee (DAC) began meeting in May 2018 to provide insight and expertise from the fields of deconstruction and salvage, demolition, sustainability, waste, construction, development, and advocacy. The DAC provides input on the mission and goals of the initiative, recommends direction for policy, and informs the public input process.
