ABOUT THE VACANT BUILDING REGISTRATION PROGRAM

In June 2014, City Council adopted the Vacant Building Registration Pilot Program. This program was created through OHP’s collaboration with Development Services Department (DSD), Center City Development and Operations Department (CCDO), and Department of Planning and Community Development (DPCD). Focused on spurring revitalization and improving and creating a safe environment, this program establishes a higher level of accountability for property owners to maintain vacant buildings.

Vacant Buildings can become health and safety hazards, diminishing the quality of life in the surrounding community.

Common Problems with Vacant Buildings
  • high incidence of code violations
  • attract vagrants and criminal activity
  • draw and harbor vermin
  • vulnerable to fires
  • negatively affect property values
  • represent disinvestment in the area
Original Program Area

The initial footprint of the Vacant Building Program was 35 square miles and included:

  • Central Business District
  • Historic Districts
  • A 1/2 mile buffer around active military installations
  • Historic Landmarks

Program Expansion

With the passage of the FY2017 annual budget, the City Council expanded the program area for the Vacant Building Registration Program. The expansion was effective on January 1, 2017. The areas incorporated into the program footprint include:

  • A 1/2 mile buffer around the Central Business District;
  • A 1/2 mile buffer around the Historic Districts;
  • Neighborhood Conservation Districts and a 1/2 buffer around each;
  • The Eastpoint and Choice Neighborhoods;
  • A 1/2 mile buffer around Port SA and Brooks City Base; and
  • City-initiated TIRZ (Tax Increment Reinvestment Zones) and a 1/2 mile buffer around each.
