The San Antonio Police Department LGBTQ Liaison was created by Chief William McManus in 2006. The Liaison’s role is to serve as a resource to help instill trust and foster constructive relationships between the Police Department’s officers and members of the LGBTQ community we serve. Duties include working with community members to discuss and address issues of concern, coordinating requests for presentations and other Police Department resources, and assisting to identify opportunities to improve Police Department policies, practices, and training.

Assistant Chief James Flavin was appointed by Chief McManus as the SAPD’s LGBTQ Liaison in May of 2016. Assistant Chief Flavin can be reached by email at james.flavin@sanantonio.gov and by phone at 210.207.7368 (if no answer, leave a message and he will return your call).
