Department of Energy's SunShot Initiative: Rooftop Solar Challenge
On February 15, 2012, the Department of Energy awarded the City of San Antonio $313,217.00, to be shared between the Texas Solar Collaboration — City of Austin, City of Houston and City of San Antonio, for a one-year project period. The Texas Solar Collaboration will address rooftop photovoltaic (PV) system's nonhardware costs associated with processes such as customer acquisition, permitting, inspection, installation, and interconnection that currently make up approximately thirty to forty percent of the total installed cost of a rooftop PV system. The intent of this project is to enhance existing policy and process framework within the following four action areas:
- Develop and implement a standard, transparent and expeditious solar permitting and interconnection process.
- Advance and incorporate uniform standards and requirements within utilities' net metering and interconnection provisions for solar installations.
- Establish multiple solar financing options.
- Establish solar-friendly codes and land use policies.
